Refereed Journal Articles
Computer - "Ensuring Patient Safety in Wireless Medical Device Networks" (35:4 (2006) pp. 32-38) Gehlot and Sloane
This article describes the use of systems- and software-engineering approaches to address serious patient safety problems that can arise when designing and deploying wireless medical device networks (WMDNs). In fact, these WMDN problems may threaten HIPAA patient data privacy and security compliance, too. Some of the system and network threats may be caused by using generic IEEE 802.11x (aka Wi-Fi and Wi-Max) and 802.15.x (aka Bluetooth and Zigbee) wireless data systems that have not included an appropriately-configured Quality of Service (QoS) system such a IEEE 802.11e, but other risks exist as well. This paper describes a two-part solution for use by Clinical Engineers of Hospital IT departments: a verification and validation toolkit (V2T) that incorporates a colored Petri net (CPN) network simulation tool for system planning and problem resolution.
IEEE Engineering in Medicine and Biology - "Using a Decision Support System Tool for Healthcare Technology Assessments: Applying the Analytic Hierarchy Process to Improve the Quality of Capital Equipment Procurement Decisions." (23:3 (2004) pp. 42-55) Sloane
This article describes the evolution of the Healthcare Technology Assessment (HTA) field, and explains the expensive and sometimes dangerous mistakes that can be made when selecting a drug, medical device, or treatment. I describe ways that the Analytic Hierarchical Process (AHP) decision support tool can not only be used to improve decisions in hospitals, but also suggest ways that AHP can be used to enhance national healthcare decisions. This article was selected for a special IEEE-EMB issue covering the current state of the Clinical Engineering field.
Omega - "Impact of process change on customer perception of waiting time - a field study" ( 32:1 (2004) pp. 77-83.) Luo, Liberatore, Nydick, Chung, and Sloane
This article describes a field study that quantified and compared the way customers perceive waiting time and how that perception is affected by changing the process they encounter while waiting for service. (This study was performed in a food service setting; but I believe that the results may be relevant to health care applications as well.)
Journal of Computers and Operations Research - "Using the analytic hierarchy process as a clinical engineering tool to facilitate an iterative, multidisciplinary, microeconomic health technology assessment" ( 30:10 (2003) pp. 1447-1465) Sloane, Liberatore, Nydick, Luo, and Chung
This article is an in-depth look at an action research project that used AHP to help a hospital select a new neonatal ventilator. As it explains, this is a new and interesting application of a decision support system in the field of healthcare technology assessment (HTA).
Journal of Healthcare Information Management - "Medical Decision Support Using the Analytic Hierarchy Process" (16:4 (2002) 38-43) with Liberatore, M. and Nydick, R.
This is a much shorter article, intended for CIO's and HIMSS members. It provides a broad overview of five different healthcare applications for AHP, including healthcare technology assessment, patient safety, MIS/computer system selection for physician practice management, and clinical/physician/patient decision making.
Biomedical Instrumentation and Technology - "The Golden Age of Clinical Engineering: Digital Convergence and Information Technology Partnerships" (35:2 (2001) pp: 95-103)
This article describes the convergence of medical devices with computer-based technologies, and the larger role that Clinical Engineers will play in ensuring safe and reliable patient care.
Journal of Clinical Engineering - "Quality Management for a Nationwide Fleet of Rental Biomedical Equipment" 28:3 (2001) pp: 253-269.
This article describes an innovative Quality Assurance program that my colleagues Dr. Binseng Wang, Bhavesh Patel, and I developed. The Inspection and Preventive Maintenance (I/PM) system supports an extremely large nationwide inventory of medical devices like infusion pumps and ventilators that are used for life support each and every day.
Nursing Homes - Subacute Care: New equipment, new maintenance concerns.
This article is addressed to skilled nursing homes and and other "subacute care" facilities, which are provide an innovative way to control healthcare costs. Since these sites may have as many medical devices as a miniature hospital or intensive care unit (ICU), this article focused on the legal and practical technology management issues needed to protect patient safety and ensure reliable equipment performance.

Current Research Interests and Activities
In general, MIS topics like Databases, Business Process Engineering, Knowledge Management, Systems Analysis, Telecommunication and eBusiness design and management are all relevant. Special emphasis on medical informatics, MIS applications that improve the quality, efficiency, safety, and reliability of healthcare delivery and related industries like medical devices, drugs, and biopharmaceuticals. Applying information technology and information science to improve PATIENT SAFETY and eliminate MEDICAL ERRORS is a personal passion!!
Action research (a.k.a. applied research) in these areas is of special interest, as it solves current, real world MIS and healthcare challenges while developing new data, information, and knowledge. Clinical engineering, an applied multidisciplinary part of the biomedical engineering field, is an important focal point and resource for many of my research activities.
This HIMSS presentation by my colleague Joyce Sensemeier on Integrating the Healthcare Environment (IHE) outlines one active and very important current research area. A second presentation, by Ted Cohen, paints the changing landscape of IT/CE Convergence in Healthcare.
Your thoughtful and valuable feedback and comments would be very much appreciated!
Thank you - Elliot Sloane
